Nis (BoW) - FOR LEASING THE REIMAINING CONSTRUCTION SITES BY COMPETITIVE BID
In line with Act 81 of the Planning and Construction Law ("Official Journal of the Republic of Serbia ", no. 47/03 and 34/06), and Act 5 and 6 of the Decision on Leasing Construction Sites ("Official Journal of the City of Niš" no. 32/06, 40/07 and 76/07)
ADMINISTRATION FOR PROPERTY OF THE CITY OF NIŠ, places an
ANNOUNCEMENT
FOR LEASING THE REIMAINING CONSTRUCTION SITES BY COMPETITIVE BID
I – For the purpose of constructing production and storage objects and commercial and trade objects, on the road to the airport – on the right side of it on cad. parcels:
8874/3 of 10 m2, 8874/4 of 04 m2, 8873/6 of 170 m2, 8873/2 of 90 m2, 8873/1 of 3350 m2,
8872/3 of 157 m2, 8872/4 of 270 m2, 8872/1 of 4573 m2, 8871/2 of 66 m2, 8871/5 of 1341 m2, 8871/1 of 3790 m2, 8949/3 of 2427 m2, 8949/1 of 2780 m2, 8948/4 of 2047 m2, 8948/1 of 2480 m2, 8947/8 of 14 m2, 8947/1 of 748 m2, 8880/1 of 3355 m2, 8938/7 of 3956 m2, 8938/8 of 08 m2, 8947/9 of 08 m2, 8946/7 of 12 m2, 8942/5 of 950 m2, 8941/4 of 1592 m2, 8959/3 of 125 m2, 8946/1 of 2228 m2, 8946/3 of 15 m2and 8947/3 of 694 m2, all in Cadastre Municipality Nis- Crveni Krst (total surface of the site is 37260 m2).
Production and storage complex of IA „Sever“ is bordered from the north by the main entrance to IA „Sever“ and from the east by the road for the Airport „Constantine the Great“.
The initial bid for leasing a construction site is 2.500,00 RSD per 1 m2, while the minimum bid is 50.00 RSD, and the maximum is 100.00 RSD.
The final bid for leasing the construction site is fully paid within 15 days from the day of signing the contract.
The person to whom the site is leased to, for the construction of the production, production-processing, industrial and other objects, where certain people will be employed, has some privileges, i.e. 0,5% for each employee, and he/she can pay for the lease in installments: 20% ,at the latest, 15 days from the signing of the contract day, and the rest in four equal yearly installments, with interest of the value of the National Bank of Serbia rate of discount at the annual level.
These privileges from the aforementioned standpoint are valid if the number of the employees, on whose account the privilege was granted, are employed for at least four years.
In order to make the claim the lessee is obliged, before signing the contract, to submit the letter of exchange with the acceptance of the lease holding with the signature of two eligible acceptors.
The deadline for the implementation of the intended action is two years from the day of signing the contract for leasing the announced construction site.
1. PURPOSE OF THE SITE:
The organizaction concept is based on the production-storage and commercial-trade activities. It is possible to make the division into smaller functional parts by producing adequate urban documents.
2. Parcels:
Division into parcels is completed for the whole complex.
If the parcel is divided into a number of smaller ones, the urban project should be designed for each and every parcel.
II CONSTRUCTION RULES
Purpose of the site:
Production-storage services and commercial-trade activities.
Construction mode:
New construction zone
Construction type:
It will be defined through urban documents and in line with the future investor's organization function.
III PUBLIC UTILITY IMPLEMENTATION ON THE LOCATION
1. WATER SUPPLY:
The complex will be supplied by water through the secondary drain which is to be connected to the existing drain at the main traffic route in IA “SEVER”.
2. WASTE WATER DRAINAGE:
Drainage of the waste waters by connecting the waste water system of the complex to the existing drainage network.
3. AERIAL WATER DRAINAGE:
Aerial water drainage by connecting the system to the existing aerial drainage.
4. ELECTRO-ENERGETIC NETWORK – future investor's responsibility:
The production-storage and commercial-trade complex will be supplied according to the terms and conditions of PE „Elektrodistribucija» Nis.
5. TELEPHONE - future investor's responsibility:
The investor will provide a sufficient number of talk lines through IA „Sever“ from ATC „Komren“. The investor will regulate the recquired number of talk lines with „TELEKOM SRBIJA” А.D.
6. COMMON TRAFIC SURFACE:
There is a traffic route planned for the complex in the way which grants free and safe functioning of all kinds of traffic.
The main traffic route is “the road” for the airport and the IA “SEVER” entrance traffic route.
Still traffic is regulated by the investor within his parcel.
7. GAS LINE NETWORK:
There was a measure-regulation station planned in the IA “SEVER” complex, for which the space has been reserved. MRS will be connected to MRS “POMORAVLJE”.
IV REIMBURSEMENT FOR THE CONSTRUCTION SITE ORGANIZATION
The investor regulates the reimbursement for the construction site organization through the contract with PE “CONSTRUCTION INSTITUTE OF THE CITY OF NIŠ”, in line with the Decision on reimbursement negotiation and determination value for the construction site organization, which is active from the moment the contract is signed.
V RESPONSIBILITIES CONCERNING THE SITE ORGANIZATION:
- to enable the investor to get connected to the water supply network and waste water drainage network and to the traffic infrastructure to the investor's complex.
INVESTOR: should order the appropriate town planning documents and acquire an approval for construction.
Should construct and connect the infrastructure, parking lot and block regime on the site.
If the building of his object causes damage to the existing infrastructure, should put it into function on his own expense.
Should participate in constructing electro, PTT and gas line network in line with the regulations of those authorized enterprises.
VI - GENERAL CONDITIONS, PROCEDURE AND DEADLINE FOR SUBMISSION:
All legal and physical persons can participate at a competitive bid.
The right to the leased site has the investor who offers the highest amount.
Those who participate in the competitive bid are obliged to submit with the application a deposit of 9.315.000,00 RSD for the participation at the competitive bid for leasing the remaining sites, by placing a payment on the gyro account no.:840-742143843-93, with the reference number 97-87-521 - lease revenues of the construction sites for the benefit of the City of Nis.
Applications for participating at the competitive bid are submitted to ADMINISTRATION FOR PROPERTY OF THE CITY OF NIŠ (office no.17), with "THE COMISSION FOR LEASING THE REMAINING CONSTRUCTION SITES" within 15 days from the announcement publication.
The application of the physical person who wants to participate at the competitive bid consists of:
1. Site indicator which is to be leased
2. Full name
3. Name and family name of one of the parents
4. Address, ID number and signature
5. Acceptance statement of the terms from the announcement
6. Proof of payment of the guaranteed amount
7. Number of the account for paying back the guaranteed amount
The application of the legal person who wants to participate at the competitive bid consists of:
1. Site indicator which is to be leased
2. Firm and registration number
3. Full name of the director and his signature
4. Verified copy of the decision on registration or a verification of the submitted
request for entering the registry of the Agency for Economy Registers.
5. Verified copy of the permission for representation at the competitive bid issued
by the authorized entity
6. Verified statement of the authorized person of accepting all the terms from the
announcement
7. Proof of the paid deposit
8. Number of the account for paying back the deposit
One who submits an untimely and untidy application will not be able to acquire the status of a participant at the competitive bid.
The site in question will be leased to the period of 99 years to a bidder who offers the highest reimbursement amount.
VII – The participant to whom the site is leased to, the guaranteed amount is included in the total sum, while to the other participants, after the competitive bid process, on their request, the guaranteed amount is paid back without any right to interest.
The competitive bid will be held 02/07/2008 (February 07) at 10 a.m., office no. 61, second floor of the City Administration of the City of Niš, Nikole Pašića 24 Street.
The outcome of the competitive bid will be distributed to the participants and put up on the notice board of the City Administration and PE “Construction Institute of the City of Niš”, within 8 days from the day of producing the document of leasing the site.
After the document of leasing the site has been produced the investor is obliged to sign the contract on leasing the site and the contract on the reimbursement amount for the site organization.
The investor, who resigns to sign these contracts, as well as the person by whose fault the contract is breached, has no right to the guaranteed amount reimbursement.

I - For SME complex construction in the industrial area ''SEVER'' in Niš, in line with changes and annexes of the Detailed Town Plan, transport route phase I in IA '' SEVER'' in Niš and SME complex in IA ''SEVER'' in Niš (''Official Journal of the City of Niš'', no.12/02) i.e.:
1. cad. parcel 8936/5 of 201 m2, 8936/4 of 256 m2, 8938/37 of 650 m2 and 8938/18 of 190 m2 (total surface: 1297 m2);
2. cad. parcel 8938/20 of 1104 m2 and 8938/35 of 118 m2 (total surface: 1222 m2);

V– PUBLIC UTILITY IMPLEMENTATION ON THE LOCATION
There is an adequate public utility infrastructure on the location, which enables a secondary block network connection
1. WATER SUPPLY NETWORK
The complex will be supplied by water through the secondary drain which is to be connected to the existing drain at the main traffic route in IA ''SEVER''.
2. WASTE WATER DRAINAGE
Drainage of the waste waters by connecting the waste water system of the complex to the existing drainage network towards the rail road.
3. AERIAL WATER DRAINAGE
Aerial water drainage by connecting the system to the existing aerial drainage, 700мм in diameter.
4. ELECTRO-ENERGETIC NETWORK
The Investor himself regulates the electric energy supply, according to the technical conditions prescribed by ''ELEKTRODISTRIBUCIJA'' Niš on request of the future Investor.
5. TELEPHONE
The investor will provide a sufficient number of talk lines in line with '' TELEKOM SRBIJA'' А.D. enterprise conditions.
6. COMMON TRAFIC SURFACE
There is a traffic route planned for the complex in the way which grants free and safe functioning of all kinds of traffic.
The main traffic route is ''the road'' for the airport and the IA ''SEVER'' entrance traffic route.
Still traffic is regulated by the investor within his parcel with appropriate town plan documents.
7. GAS LINE NETWORK
There was a measure-regulation station planned in the IA ''SEVER'' complex, for which the space has been reserved. MRS will be connected to MRS ''POMORAVLJE''. The investor is responsible for the connection to the main gas line network together with the responsible enterprise for gas distribution.
VI - REIMBURSEMENT FOR THE CONSTRUCTION SITE ORGANIZATION:
The investor regulates the reimbursement for the construction site organization through the contract with PE ''CONSTRUCTION INSTITUTE OF THE CITY OF NIŠ'', in line with the Decision on reimbursement negotiation and determination value for the construction site organization, which is active from the moment the contract is signed.
VII - RESPONSIBILITIES CONCERNING THE SITE ORGANIZATION: INSTITUTE: Construction of the entrance traffic route for the ''blocks'' to the formed construction parcels with the public utility network, waste water drainage and aerial water drainage infrastructure.
INVESTOR: should order the appropriate town planning documents and acquire an approval for construction.
Should construct and connect the infrastructure, parking lot and block regime on the site.
If when building his object causes damage to the existing infrastructure, should put it into function on his own expense
Should participate in constructing electro, PTT and gas line network in line with the regulations of those authorized enterprises.

I – for building a business object, P+2 storeys, in Vizantijski Bulevar Street (Sretena Mladenovića) in the City of Nis, in line with the regulation plan for the area from Nišava River, Mediana Bulevar Street to Proleterska Street in he City of Nis (93/2002-13/3 from 05/ 04/2002.) and in line with the Plan of detailed regulation of the northern part of the area Duvanište 3 ( No.: 06-425/2004-11/1 from 24/12/2004):
- Cad. Parcel no.:1294/4 of 53 m2, 1294/5 of 104 m2, 1288/1 of 243 m2, 1287/1 of 231 m2, 1284/4 of 216 m2and 1283/6 of 34 m2, at CM Nis- Pantalej (total surface 881 m2).
The initial bid for leasing a construction site is 3.500,00 RSD for 1 m², while the minimum bid is 50.00 RSD, and the maximum is 100.00 RSD.

IV – PURPOSE OF THE SITE:
Business premises.
V– PUBLIC UTILITY IMPLEMENTATION ON THE LOCATION
It is recquired to build infrastructure connectors in order to connect to the already existing infrastructure in Vizantijski Bulevar Street (Sretena Mladenovića Street) in the City of Nis.
1. WATER SUPPLY:
The parcel belongs to the first zone of water supply system. Water supply network exists in Vizantijski Bulevar Street (Sretena Mladenovića) therefore the connector recquired for connecting onto it is 110m2 long, for it was not planned for construction in 2008 because of the unsettled property issues.
2. WASTE WATER DRAINAGE:
Waste water network exists in Vizantijski Bulevar Street (Stertena Mladenovića Street) in the City of Nis. The Regulation Plan envisages this object being connected to the waste water drainage from the northern side within the area of the newly planned traffic route. The construction was not planned for 2008 because of the unsettled property issues.
3. ELECTRO-ENERGETIC NETWORK
The electricity will be supplied from the transformer station of 10/04кв from the northers side of Vizantijski Bulevar Street. The connection of the object to 04кв network will be from the existing and planned transformer stations, which will be defined by the urban documents, projects and by PE Elektrodistribucija, power supply company.
4. TELEPHONE:
Conneting to the telephone network by new cables from the commutator Duvanište to the users.
5. COMMON TRAFIC SURFACE:
The parcel should be approached form the newly planned traffic route planned by the Programe of development for 2008 because of the unsettled property issues.
6.HEATING NETWORK:
The object will be supplied from Krivi Vir heating knot. Heating will be supplied via heating system of Vizantijski Bulevar Street (Sretena Mladenovića). The heating system construction is not planned by the Programe of development for 2008 because of the unsettled property issues.
VI - REIMBURSEMENT FOR THE CONSTRUCTION SITE ORGANIZATION:
The investor regulates the reimbursement for the construction site organization through the contract with PE '' CONSTRUCTION INSTITUTE OF THE CITY OF NIŠ'', in line with the Decision on reimbursement negotiation and determination value for the construction site organization, which is active from the moment the contract is signed.

- cadastre parcel no. : 419/11 of 151 m2, in CM Donja Vrežina.
The initial bid for leasing a construction site is 3.200,00 RSD per 1 m2, while the minimum bid is 50.00 RSD, and the maximum is 100.00 RSD.
The final bid for leasing the construction site is fully paid within 15 days from the day of signing the contract.
The deadline for the implementation of the intended action is two years from the day of signing the contract for leasing the announced construction site.
IV – PURPOSE OF THE SITE:
The parcel is intended for constructing the mobile telephony base.
V– PUBLIC UTILITY IMPLEMENTATION ON THE LOCATION
1. WATER SUPPLY:
The connection to the water supply network will be at Knjaževačka Street in line with the conditions of the PE Naissus.
2. WASTE WATER DRAINAGE:
The connection to the waste water drainage will be at Knjaževačka Street in line with the conditions of the PE Naissus.
3. ELECTRO-ENERGETIC NETWORK
The connection to the electro-energetic network will be at the transformer station 10/0,4 КВ, northwards from the sports areas in line with the conditions of Jugoistok Nis company for electricity distribution.
4. TELEPHONE:
The connection to the telephone network will be done by ATC Ardija

The application of the legal person who wants to participate at the competitive bid consists of:

5. Verified copy of the permission for representation at the competitive bid issued

One who submits an untimely and untidy application will not be able to acquire the status of a participant at the competitive bid.
The site in question will be leased to the period of 99 years to a bidder who offers the highest reimbursement amount.
VIII – The participant to whom the site is leased to, the guaranteed amount is included in the total sum, while to the other participants, after the competitive bid process, on their request, the guaranteed amount is paid back without any right to interest.
The competitive bid will be held 02/11/2008 (February 11) at 11 a.m., office no. 61, second floor of the City Administration of the City of Niš, Nikole Pašića 24 Street.
The outcome of the competitive bid will be distributed to the participants and put up on the notice board of the City Administration and PE ''Construction Institute of the City of Niš", within 8 days from the day of producing the document of leasing the site.
After the document of leasing the site has been produced the investor is obliged to sign the contract on leasing the site and the contract on the reimbursement amount for the site organization.
The investor, who resigns to sign these contracts, as well as the person by whose fault the contract is breached, has no right to the guaranteed amount reimbursement.

The initial bid for leasing a construction site is 1.200,00 RSD per 1 m2, while the minimum bid is 50.00 RSD, and the maximum is 100.00 RSD.
The final bid for leasing the construction site is fully paid within 15 days from the day of signing the contract.
The person to whom the site is leased to, for the construction of the production, production-processing, industrial and other objects, where certain people will be employed, has some privileges, i.e. 0.5% for each employee, and he/she can pay for the lease in installments: 20%, at the latest, 15 days from the signing of the contract day, and the rest in four equal yearly installments, with interest of the value of the National Bank of Serbia rate of discount at the annual level.
These privileges from the aforementioned standpoint are valid if the number of the employees, on whose account the privilege was granted, are employed for at least four years.
In order to make the claim the lessee is obliged, before signing the contract, to submit the letter of exchange with the acceptance of the lease holding with the signature of two eligible acceptors.
The deadline for the implementation of the intended action is two years from the day of signing the contract for leasing the announced construction site.
II – PURPOSE OF THE SITE
The complex is intended to be used for storage and production of food from the northern and southers side of the traffic route, while the rest of the space is intended for the storage, service and production of various goods. The support is also planned – vehicle serciving and repair, catering objects and stores containing various goods. There are also green areas planned, a parking lot, a road and the pavement. This functional division enables the construction by phases.
III – PARCELS
The division in parcels was done according to defined blocks and newly planned traffic routes. It is also possible to form new parcels within a block by linking a few parcels which are in the plan with no parcel surface limits.
IV - CONSTRUCTION RULES
Purpose of the site:

Free standing objects of various heights and bulkness.
Position of the object on the construction parcel:
The regulation line for each and every parcel is the outter side of the pavement.
The object is placed on the construction line.
Construction is not allowed beneath electric long distance lines, only at 8-12 m from their base.
Height of the object:
The maximum object height is P+2.
Storage houses and project objects heights depend on the type of storage and production technologies.
The floor of the shelter is 30cm above the underground waters level.
Allowed degree of soil exploitation:
Height, cubage and proportion of th ebuilding must be in line with:
- Percentage of construction 40 - 60%,
- Coeficient of construction 1.0 – 1.2
- The size of the objects will be defined by the urban and technical documents in line with the established construction line.
Vehicles:
Within every construction parcel a parking lot shoul be planned:
• for the main building (for separate location it is defined according to 75 m2 surface normative – 1 p.s. or 5 employees – 1 p.s.)
• for service and production facilities (for separate location it is defined according to 1 p.s. for 3-5 employees normative or 1 p.s. per 100 - 120 m2 surface of the working space)
Enclosing:
The parcel fence towards the street is made of metal with vertical metal rails, entrance gate slides alond a horizontal rail or it is opened inward the complex. The gate must be on the construction line of the parcel.
Construction stages:
Every functional whole, blocks, can be built independently of others.
V - PUBLIC UTILITY IMPLEMENTATION ON THE LOCATION
1. WATER SUPPLY:
The complex will be supplied by water through the secondary drain which is to be connected to the existing drain of Ø 200 mm diameter.
2. WASTE WATER DRAINAGE:
Drainage of waste waters will be channaled to the water pumping facility located in the southwestern part of the complex – sector A.
3. AERIAL WATER DRAINAGE:
Drainage of aerial water will be channeled along the southern border of the complex to the pipe line starting at the traffic road Nis- Novo Selo.
4. ELECTRO-ENERGETIC NETWORK:
Electricity will be supplied through ТS 35/10 КV “Hladnjača”. There will be two additional cables placed for the purpose of the TS of 10 KV. The recquired number of transformer stations is not defined for the complex but it will be once the use of all separate units of the complex is known within the block, and of neighbouring blocks.
5. TELEPHONE:
The recquired number of telephone line will be secured by placing a cable of adequate capacity (min. 100x4) from the commutating device “Čokot”.
The investor will regulate the recquired number of talk lines with ''TELEKOM SRBIJA'' А.D.
6. COMMON TRAFIC SURFACE:
In order to satisfy the commplex needs there is a traffic organization planned in the way it provides smooth and secure flow of traffic as well as parking of the recquired number of vehicles.
This complex has two entrances – at the traffic route, the old highway Nis – Skopje.
7. GAS LINE NETWORK:
Providing the gas, investors being interested, will be done through the station for measuring and regulating gas consumption “Čokot”. Additional gasline pipes will be placed from the aforementioned station “Čokot” over fields, then below the railway Nis – Skopje and onwards to“Hladnjača” until it reaches the complex, where there will be distribution towards each consumer.
VI - REIMBURSEMENT FOR THE CONSTRUCTION SITE ORGANIZATION
The investor regulates the reimbursement for the construction site organization through the contract with PE ''CONSTRUCTION INSTITUTE OF THE CITY OF NIŠ'', in line with the Decision on reimbursement negotiation and determination value for the construction site organization, which is active from the moment the contract is signed.
VII - RESPONSIBILITIES CONCERNING THE SITE ORGANIZATION:
- to build up block traffic routes with the water supply network and waste water drainage network, main parking lot and to provide green areas.
INVESTOR: should order the appropriate town planning documents and acquire an approval for construction.
Should construct and connect the infrastructure, parking lot and block regime on the site.
If the building of his object causes damage to the existing infrastructure, should put it into function on his own expense.
Should participate in constructing electro and PTT network in line with the regulations of those authorized enterprises.
VIII - GENERAL CONDITIONS, PROCEDURE AND DEADLINE FOR SUBMISSION:
All legal and physical persons can participate at a competitive bid.
The right to the leased site has the investor who offers the highest amount.
Those who participate in the competitive bid are obliged to submit with the application a deposit of 300.000,00 RSD for the participation at the competitive bid for leasing the remaining sites, by placing a payment on the gyro account no: 840-742143843-93, with the reference number 97-87-521- lease revenues of the construction sites for the benefit of the City of Nis.
Applications for participating at the competitive bid are submitted to ADMINISTRATION FOR PROPERTY OF THE CITY OF NIŠ (office no.17), with "THE COMISSION FOR LEASING THE REMAINING CONSTRUCTION SITES" within 15 days from the announcement publication.
